Richard Belzil, Director
Richard Belzil joined CTI in 2001, spearheading the development of Wireless City. This 
initiative creates market opportunities for Calgary-based technology exporters by integrating locally-developed technology products and services in end-to-end demonstration projects. Wireless City participants form partnerships and alliances with other participants, and use these projects as references when marketing globally.
Richard has a BSc. in Electrical Engineering from the University of Alberta as well as over 20 years experience in technology development and deployment, managing large-scale projects throughout North America. Prior to joining CTI, Richard managed the development and deployment of UMTS (Universal Mobile Telephone System) and GSM (Global System for Mobility) products for Nortel Networks, helping that company to migrate its mobility products to 4G.
Richard enjoys biking and working out at the gym, and spending quality time with his three children. Richard has a deep and abiding interest in operating system design and software architecture, and he enjoys building small technology projects at home to whet his appetite for learning.

James Fell, Marketing Manager
James joined Wireless City as the Marketing Manager in 2006. In this role James is 
responsible for raising the profile of the program and promoting Alberta’s wireless technology companies both locally and internationally, as well as assisting these companies in marketing new applications of their products. James holds an MBA from the University of Calgary and is an experienced marketing professional who has worked for several years in Calgary’s technology sector.
James is an avid weightlifter and runner, and also enjoys downhill skiing and sea kayaking.

Allan Wageler, Project Manager
Allan Wageler joined CTI’s Wireless City program as Project Manager in 2004. He works 
with Wireless City’s Director Richard Belzil to develop and promote a variety of unique projects that showcase the capabilities of Alberta’s wireless companies, technology and products. He originally joined Calgary Technologies in 2001 where he became a key contributor to the success of CTI’s INFOPORT™ program. Allan, originally from British Columbia, completed his Bachelor of Business Administration in 1998 and moved to Alberta in 2000. His previous experience includes community economic development, and an economic development position within a BC First Nations community. Allan enjoys a typical Calgary lifestyle that includes a variety of year round sports and recreation activities in Calgary’s foothills.
